Azerbaijan's Fuzuli district leads in population return
Reconstruction efforts continue across liberated areas

Special Representative of the President of Azerbaijan in the Aghdam, Fuzuli and Khojavand districts Emin Huseynov announced significant developments in the ongoing reconstruction efforts and resettlement initiatives in the country’s recently liberated territories, with Fuzuli district seeing the highest return of residents.
Speaking at the event "New Opportunities for Entrepreneurs: Let's Revive Karabakh Together" in Shusha, Huseynov said that over 800 families, totaling approximately 3,132 individuals, have returned to Fuzuli district. He noted that 450 pupils have resumed their studies in local schools, underscoring the progress in restoring normalcy, Caliber.Az reports.
Huseynov highlighted intensive reconstruction activities in several villages, including Kangarli, Sarijalli, Khidirli, and Bash Garvand, with local and international companies engaged in rebuilding efforts. Notably, he mentioned ongoing construction projects such as residential quarters in Aghdam and smart villages in Fuzuli, along with design works in various villages across Khojavand and Fuzuli districts.
Addressing infrastructure enhancements, Huseynov mentioned plans to supply all houses with electricity and heating through alternative energy sources. He also emphasized the restoration of cultural and socio-economic landmarks, including the Panahali Khan Imarat complex and central park in Fuzuli, aiming to revitalize community spaces.
Looking ahead, Huseynov outlined future plans, including the resettlement of families in Khojavand village, ongoing works in Hadrut settlement, and architectural restoration efforts in Tugh village. He highlighted private sector involvement in these projects, emphasizing the restoration of Azerbaijani heritage and the development of tourism infrastructure.
Furthermore, the president’s special representative provided updates on hospitality projects in Aghdam, mentioning the nearing completion of Aghdam City Hotel and the ongoing construction of Hilton Garden Inn, both aimed at enhancing accommodation facilities in the region.

Meanwhile, addressing the event, Special Representative of President in Shusha district Aydin Karimov announced the commencement of private housing construction projects in Dashalti village near Shusha, aimed at facilitating real estate purchases for interested citizens.
Karimov highlighted the ongoing development of primary tourist infrastructure in Dashalti, alongside plans to allocate land plots for entrepreneurial investments.
"In Dashalti village, we have started the construction of essential tourist infrastructure, and we are preparing to allocate land for entrepreneurs interested in investing here," Karimov stated, underscoring the region's potential for economic growth and development.
The President’s special representative also addressed opportunities for building hotels within Shusha city itself, inviting entrepreneurs to explore investment prospects in the area.
"There are favorable conditions for investing in various sectors within Shusha city, including opportunities for constructing tourist facilities and hotels," he emphasized, encouraging business leaders to participate in forthcoming informational sessions to learn more about these opportunities.

In his remarks, Elchin Yusubov, special representative of the Azerbaijani President for Khankandi city, Aghdara, and Khojaly districts, unveiled ambitious resettlement plans by the end of the year.
According to Yusubov, efforts are underway to relocate an additional 50 families to Khojaly by the end of this year, bringing the total number of resettled families to 100.
"As of today, 50 families have already been resettled in Khojaly, and we plan to increase this number to 100 by the end of the year. This initiative also includes plans to relocate 228 families to Karkijahan settlement, Malibayli village in Khojaly district, and Umudlu in Aghdara district," Yusubov said.
Highlighting broader development initiatives, Yusubov announced the scheduled opening of Karabakh University this September, underscoring Azerbaijan's commitment to enhancing educational opportunities in the region.
He emphasized the potential for economic growth across various sectors including trade, tourism, food industry, fishery, and agriculture, pointing out favorable conditions for investment and development.
Yusubov emphasized that active efforts are ongoing to restore and develop territories liberated from occupation, focusing on job creation, social infrastructure development, and attracting investors to support sustainable growth.
