The significance of Azerbaijani-Iran relations through hydropower collaboration A new look at all-out ties

20 May 2024 09:16

The inauguration of the Giz Galasi and Khudafarin hydroelectric complexes marked a significant milestone in the strategic partnership between Azerbaijan and Iran. Azerbaijani President Ilham Aliyev underscored the profound importance of this event, emphasizing not only the technical and economic benefits but also the deep-rooted historical and cultural ties between the two nations.

Bolstering bilateral ties

President Ilham Aliyev described the day as "very special," highlighting the event's symbolism as a manifestation of the enduring friendship between Iran and Azerbaijan. The ceremony is historically significant as it represented the first time the presidents of Iran and Azerbaijan met at the border, a powerful gesture that underscored the border's role as a conduit for friendship and cooperation rather than division.

The partnership between Iran and Azerbaijan is built on centuries of shared history and cultural affinity. This foundation has facilitated a robust interstate relationship, which President Aliyev noted has reached unprecedented levels. The mutual respect, understanding, and support that characterize this relationship were evident in the collaborative efforts that culminated in the commissioning of the hydroelectric complexes. These projects symbolize not only technological and economic advancements but also the deep, historical ties binding the two nations.

President Ilham Aliyev emphasized the importance of Iranian-Azerbaijani friendship for regional stability and security. The alignment of their views on international and regional issues plays a crucial role in fostering a stable geopolitical environment. This cooperation extends to international organizations such as the Non-Aligned Movement, the Organization of Islamic Cooperation, the Economic Cooperation Organization (ECO), and the United Nations. By supporting each other within these forums, Tehran and Baku amplify their influence and pursue shared goals.

Economic & transport collaboration

The collaboration between Iran and Azerbaijan extends beyond energy to encompass significant transport projects. The North-South Transport Corridor, which is being developed with joint efforts, exemplifies the strategic importance of their partnership. This corridor, designed to enhance connectivity from Northern Europe to South Asia, is set to become one of the world's most important transport arteries.

The upgrading of railway infrastructure in both countries has already led to a substantial increase in cargo transportation, with volumes rising by more than 50 percent in 2023 alone. The construction of a new automobile bridge at Aghband further underscores the commitment to improving regional connectivity, integrating the North-South and East-West transport corridors.

The commissioning of the Giz Galasi and Khudafarin hydroelectric complexes is a testament to the successful energy collaboration between Iran and Azerbaijan. These projects, with a combined capacity of 280 megawatts, represent a significant step towards sustainable energy development. President Aliyev highlighted the designation of the liberated Karabakh and East Zangazur regions, as well as the Nakhchivan region, as "green energy" zones. These initiatives aim to enhance the regions' energy capacities and contribute to broader regional benefits. With plans to increase hydropower capacity to 500 megawatts, the future looks promising for sustainable energy development.

Reflecting on the broader geopolitical context, President Aliyev addressed the historical conflict with Armenia and the recent restoration of Azerbaijan's territorial integrity. He emphasized the importance of regional peace and the role of Iran in supporting stability. The end of the Armenian occupation and the subsequent delimitation and demarcation processes between Armenia and Azerbaijan offer hope for a lasting peace agreement. Iran's support in these efforts has been invaluable, highlighting the role of regional cooperation in achieving long-term stability.

President Ilham Aliyev stressed the importance of regional issues being resolved by regional countries, without external interference. He urged Armenia to engage constructively in regional cooperation, warning against reliance on distant powers. The strength of regional states, he argued, lies in their independent policies and mutual respect. This sentiment was echoed in the invitation extended to Iranian President Ebrahim Raisi to attend a climate conference in Azerbaijan, further solidifying the collaborative spirit.

The inauguration of the Giz Galasi and Khudafarin hydroelectric complexes symbolizes much more than technological advancement. It represents the enduring friendship and strategic partnership between Iran and Azerbaijan. As both nations look to the future, their collaboration in energy, transport, and regional stability offers a model for constructive regional relations. The shared history and mutual respect that underpin this relationship will continue to drive progress, ensuring that the bond between Iran and Azerbaijan remains unshakable.
