Russia quits several Council of Europe agreements

Russian Prime Minister Mikhail Mishustin signed a government decree on the termination of the Russian Federation's participation in partial and extended partial agreements within the Council of Europe framework.

Russia announced its withdrawal from the Council of Europe on March 15. The CoE Committee of Ministers then adopted a resolution to expel Russia from the organization in accordance with Article 8 of the Statute (Gross violation of the Statute) and, using a formal-coercive mechanism, terminated Russia's membership in the organization unilaterally.

Interfax reports citing the resolution published on Friday on the official Russian Internet portal of legal information that Russia terminates its participation in the following Council of Europe agreements effective March 16, 2022:

The Group on International Cooperation on Drugs and Addictions ("Pompidou Group," formerly the Group on Cooperation in Combating Drug Abuse and Illicit Trafficking);

Partial Agreement of 1990 establishing the European Commission for Democracy through Law;

Partial Open Agreement of the Council of Europe on the prediction, prevention, and assistance in the event of natural and technological disasters;

European fund to support the co-production and distribution of cinematographic and audiovisual works ("Eurimages");

European Audiovisual Observatory;

Expanded Partial Agreement on Sport of the Council of Europe;

Expanded Partial Agreement on Cultural Routes of the Council of Europe;

Expanded Partial Agreement of the Council of Europe Observatory on the Teaching of History in Europe.

The government resolution is dated June 28, 2022.
