Kremlin: Issue of Garabagh’s ownership has been resolved

    At the moment, the main issue of Karabakh's (Garabagh region of Azerbaijan - Ed.) belonging has been resolved, Russian presidential spokesman Dmitry Peskov said.

    "We proceed from the fact that a period of sustainable ceasefire will now begin," Peskov told reporters, according to Interfax.

    He noted that "negotiations are underway between representatives of Karabakh and representatives of Azerbaijan, who are holding talks in the presence of our peacekeepers."

    Azerbaijan has an understanding that the legitimate interests and security of the Armenian population of Nagorno-Karabakh must be ensured, Peskov said.

    The Kremlin notes significant progress in the preparation of a peace treaty between Azerbaijan and Armenia.

    "Now hardly anyone will undertake to outline the terms (of signing a peace treaty). But given that the main issue of Karabakh's belonging as such has now been resolved, it has been settled by Armenia's decision to recognise Karabakh's ownership, we can say that substantial progress has been secured," Peskov said.

    He added that "there are many technical moments left before the work on this treaty is finalised."

    "But all the prerequisites for this are in place. If there is goodwill, it will be possible to reach the finish line," Peskov said.

    On September 19, Azerbaijani Armed Forces launched an anti-terrorist measure in Garabagh in response to the mine terror by the Armenian sabotage group that killed four employees of the Azerbaijani Interior Ministry.

    As a result of a one-day campaign, Garabagh’s junta regime agreed to surrender and negotiate the reintegration process with Baku on September 21 in Azerbaijan’s Yevlakh city.

    At the meeting, which was held in a constructive and positive atmosphere, issues related to the reintegration of the Armenian population of Garabagh on the basis of the Constitution and laws of the Republic of Azerbaijan, as well as issues related to the restoration of infrastructure and organization of activities were discussed.
