Azerbaijani president: Prosecution bodies — guardians of state sovereignty
Azerbaijani President Ilham Aliyev said that national prosecution bodies play a key role in safeguarding the country’s constitutional order and sovereignty in his address to the participants of the international conference in Baku on September 22 titled “Guardians of Sovereignty: Constitutional Status of the Prosecutor’s Office."
“National prosecution bodies stand at the forefront of the fight against all forms of criminality, including crimes that threaten the foundations of the state’s constitutional order. In doing so, they not only fulfill the task of ensuring the rule of law but also serve to protect the constitutional order and sovereignty. In this regard, prosecution bodies are also considered guardians of state sovereignty,” the head of state said, Caliber.Az reports, citing the address published on the president’s website.
In his remarks, the president highlighted the critical role of prosecutorial institutions in maintaining legality and upholding the state’s constitutional framework.
The president also noted that 2025 has been officially declared the “Year of the Constitution and Sovereignty” in Azerbaijan. He stressed that this decision was not accidental, as this year marks the 30th anniversary of the adoption of the Constitution of Azerbaijan and the 5th anniversary of the historic Victory.
The head of state recalled that although Azerbaijan regained its independence in 1991, the socio-political situation at the time and Armenia's military aggression prevented the adoption of a national constitution before 1995.
He noted that for almost 30 years, a significant part of Azerbaijan's territories were under Armenian occupation, but thanks to the determination of the people and the valour of the armed forces, in 2020, as a result of the 44-day Patriotic War, the lands were liberated, and during the 2023 anti-terrorist operation, the country's territorial integrity and sovereignty were fully restored.
The president emphasised that this meant the legal force of the Constitution now extended to the entire territory of the country. He recalled that immediately after the historic victory in Karabakh and Eastern Zangezur, large-scale restoration and construction work began, and thousands of people returned to their homes.
Aliyev stressed that despite all the trials and tragedies, Azerbaijan has always remained a supporter of the peace agenda, and efforts in this direction culminated in the initialing of a peace treaty on August 8, 2025, in Washington.
The head of state noted that the participation of delegations, including high-ranking representatives of national prosecutorial services from friendly countries, in this event is a testament to the importance they attach to the development of interstate cooperation.
