China's policy initiatives strengthen commitment to clean energy
China is displaying renewed confidence in its climate action efforts with a series of recent policy announcements that support clean energy industries as energy security concerns diminish.
Within a week, the country has begun establishing firm carbon emissions targets, set ambitious renewable energy consumption goals for provinces, and initiated a long-term plan to enhance its electricity grid, Caliber.Az reports citing foreign media.
The National Development and Reform Commission has also proposed measures to improve carbon footprint assessments across various industries.
These developments indicate a significant shift in Beijing's approach, as its reliance on polluting coal has started to decrease, thanks to the swift adoption of renewable energy, which is now satisfying much of the increasing power demand. Analysts, including Trivium China's Cosimo Ries, suggest that the government now recognizes that environmental and economic goals can align, with growth in green industries contributing positively to the economy.
Evidence of this shift is already observable, as China's emissions fell by 1 per cent in Q2 of this year, marking the first quarterly decrease since the pandemic began. This could potentially indicate early success in hitting emission peak goals, ahead of the 2030 target.
One key change in policy is the move from measuring emissions based on economic output to establishing total emissions levels as the primary metric starting in 2026, reflecting a shift towards a more accountable approach to climate action. After 2030, total emissions will become the central focus, overshadowing emission intensity metrics.
Moreover, China has set aggressive regional renewable energy targets, increasing them by an average of 4 percentage points this year, with some areas seeing rises of more than 7 points. This shift in approach suggests a willingness to aim higher despite potential challenges in meeting these ambitious goals.
In addition, the government is prioritizing upgrades to the power grid to better accommodate renewable energy generation, which has previously strained the existing system designed for coal-fired plants. Solutions include enhancing long-distance power lines for clean energy, reducing emissions from coal plants supporting renewables, and integrating more electric vehicles for energy storage.
Utilities are responding with substantial investments to modernize their infrastructure, signifying a strong commitment to transforming China’s energy landscape.
