Notorious Ocampo calls for another anti-Azerbaijani campaign ahead of COP29 Tactics behind & motives remain unchanged
Luis Moreno Ocampo, the former International Criminal Court (ICC) prosecutor, notorious in Azerbaijan for his pro-Armenian stance, and globally for corrupt practices, is not a widely recognized public figure in Armenia or Azerbaijan. However, expert communities and special services are well-acquainted with his fraudulent activities and involvement in corruption. Ocampo has engaged in these acts to please his Armenian clients, motivating them to reward him for his false services and appeals to the bogus international community each time Azerbaijan is about to host a significant global event.
The Baku government has repeatedly blamed him for presenting biased narratives against Azerbaijan. Luis Moreno Ocampo released an opinion on August 7, 2023, titled "Genocide against Armenians in 2023" (Opinion).
In response to Luis Moreno Ocampo's opinion, Rodney Dixon KC, a prominent international law expert at the UK’s Temple Garden Chambers, produced a preliminary legal opinion. Dixon's analysis refuted Ocampo’s allegations as unsubstantiated and lacking credibility, emphasizing that the opinion failed to meet the rigorous standards of impartial and thorough expert analysis essential for such sensitive and complex reporting. Dixon concluded that "there is no basis for claiming that genocide was currently being perpetrated in Nagorno-Karabakh".
Azerbaijani leader's warning at Shusha Global Media Forum realized
During the second Shusha Global Media Forum on July 20-22, Azerbaijani President Ilham Aliyev criticized pro-Armenian groups for orchestrating anti-Azerbaijani campaigns at various levels, including COP29.
“Unfortunately, our country is actually the subject of what is today a top topic of discussion. And it's already, unfortunately, become a part of our life. Sometimes we are surprised when information about Azerbaijan in international media is true. False information, disinformation, manipulation of facts, and false narratives are all things we have faced for many, many years," Aliyev said.
Aliyev highlighted the mobilization of Armenian diaspora structures, pro-Armenian politicians, and media representatives in spreading false narratives about Azerbaijan. According to Aliyev, these narratives damage Azerbaijan's reputation, business potential, and investment opportunities.
Three days after Aliyev's remarks, Luis Moreno Ocampo penned a misleading and incorrect article criticizing Azerbaijan for hosting COP29 and possessing natural resources. He urged Armenians to advocate for justice and truth without explaining his claims or disclosing how much he was paid to launch another doomed campaign.
Scheduled to take place in Azerbaijan in November, COP29 has become a focal point for highlighting alleged injustices by Azerbaijan. Ocampo, in his article, urged Armenians to use the event to reveal the truth about Azerbaijan, a nation that endured nearly 30 years of occupation of its lands by Armenia. Ocampo, like many others paid by the Armenian diaspora and pro-Armenian groups, remained tight-lipped and enjoyed life's sweetness at the expense of dirty money earned through the exploitation and devastation of Azerbaijan's natural resources.
Linking climate change & “genocide”
Ocampo emphasized the link between climate change and genocide, both governed by international conventions that have seen inadequate enforcement. He pointed out that Azerbaijan, with its “fossil energy-dependent economy, epitomizes the conflict between climate policy and fossil fuel interests” though the ill-famed man with nothing sacred but money forgets that it is not only Azerbaijan that possess natural resources but hundreds of other nations including in his continent and they, unlike Azerbaijan, waste it for bloody wars, feuds and coups like what his own nation did in the past.
Ocampo accused Azerbaijan of “committing genocide against Armenians in Nagorno-Karabakh in 2023 through starvation, bombing, and instilling fear.” However, as mentioned above, Dixon's analysis refuted Ocampo’s allegations as unsubstantiated and lacking credibility, emphasizing that the opinion failed to meet the rigorous standards of impartial and thorough expert analysis essential for such sensitive and complex reporting.
Ocampo cited unverified and unsubstantiated sources, claiming that calls for “chasing ethnic Armenians away” were evidence of this genocidal campaign. He failed to examine ICRC and UN reports that clearly rejected similar claims with evidence, video proofs, and statements by Armenians, who said they were victims of separatists now imprisoned in Baku, awaiting deserved punishments for separatism and the bloodshed of tens of thousands of innocent Azerbaijani citizens.
Ocampo called on Armenian community leaders and civil activists to rally global citizens, from journalists to climate activists, to enforce international laws. He suggested launching a media campaign using hashtags such as “#COP29, #StopGreenwashGenocide, #FreeArmenianHostages, and #FreePoliticalPrisoners” to build momentum and attract attention.
One cannot help but trust statements about organized anti-Azerbaijani campaigns by world Armenian organizations. Ocampo’s letter is just the beginning of a lengthy, unjustified, and futile campaign against Azerbaijan's initiatives. Armenians in the USA, France, Argentina, or elsewhere are and will not sit idle after Azerbaijan has restored its territorial integrity and defeated those, who initiated a 30-year-long bloody war. They will likely make another attempt to retain their ill-gotten gains, manipulate the emotions of ordinary people, and appease their influential backers like France’s Macron and many others.
Ocampo’s unattainable and immediate goal is to ensure that COP29 addresses not only climate change but also human rights and justice. Ocampo encouraged Armenians to lead this movement and use their voices to demand a peaceful COP29 marked by the “release of Armenian hostages and political prisoners from Baku”.
He is driven by the purpose of leveraging his harmful and unhealthy influence and creating a misleading narrative to advance Armenian interests while undermining Azerbaijan's global standing. In contrast, Azerbaijan remains steadfast in its response, debunking Ocampo’s claims and exposing his motives as part of a broader, orchestrated campaign by Armenian organizations.
