Section 907, adopted by the US Congress in 1992, prohibited direct US government assistance to Azerbaijan, citing claims of an Armenian blockade. At the time, however, Azerbaijani territories were under Armenian occupation.
While successive US administrations routinely waived the restriction, the administration of former President Joe Biden, under Secretary of State Antony Blinken, reinstated its enforcement in recent years, a move Baku viewed as politically motivated.
On August 8, during Azerbaijani President Ilham Aliyev’s visit to Washington, US President Donald Trump signed a document suspending the application of Section 907.
