Azerbaijan is advancing large-scale post-conflict reconstruction and integrated urban development projects in Karabakh and Eastern Zangezur, aimed at fostering long-term peace, stability, and regional cooperation, Anar Guliyev, Chairman of the State Committee for Urban Development and Architecture of Azerbaijan, said.
Guliyev made the remarks while addressing the 35th High-Level Meeting of the Nizami Ganjavi International Centre in Geneva, held under the theme “Rethinking Multilateralism in an Era of Fragmentation and Transformation," Caliber.Az reports.
He emphasised that the reconstruction initiatives go beyond physical restoration, reflecting a comprehensive approach to sustainable urban development in post-conflict areas.

Highlighting the broader international context, Guliyev noted that multilateralism remains the most effective mechanism for addressing global challenges such as climate change, rapid urbanisation, inequality, and sustainable development—issues that require collective action by the international community. He stressed the vital role of cities and towns as platforms where global strategies are transformed into tangible outcomes.
Guliyev also underscored Azerbaijan’s strategic geographic position at the crossroads of East and West, as well as North and South, describing the country’s cities and infrastructure as bridges connecting regions and societies.
The Azerbaijani delegation, led by Guliyev in his capacity as National Coordinator of the 13th World Urban Forum (WUF13), is participating in the high-level meeting, which began on January 15.
Concluding his address, Guliyev invited participants to attend the 13th session of the World Urban Forum, scheduled to take place in Baku on May 17–22, 2026.
