Senegal eyes Azerbaijan’s ASAN model for modernising public services

A Senegalese government delegation has visited Azerbaijan’s ASAN Service Centre in Baku to examine the country’s model for delivering public services through centralised, citizen-focused service centres.

The delegation was led by Mamadou Lamine Diante, Senegal’s Minister of Public Service, Labour and Public Service Reform. The visit was announced by Azerbaijan’s State Agency for Public Service and Social Innovations under the President of Azerbaijan, Caliber.Az reports via local media

During the visit, Agency Chairman Ulvi Mehdiyev briefed the Senegalese minister on the establishment and development of ASAN Service centres, which were launched at the initiative of Azerbaijani President Ilham Aliyev.

Mehdiyev also outlined the technological and organisational innovations used by the centres to provide government services to citizens.

The two sides discussed cooperation under a Memorandum of Understanding signed on June 3, 2025, reviewing progress made so far as well as planned activities under the agreement.

According to the Azerbaijani side, Senegal expressed interest in establishing public-service centres based on the ASAN Service model in the near future.
