US intel report alleges plot to divert Ukraine aid to Biden campaign
A declassified US intelligence report has revealed that American spy agencies in late 2022 intercepted communications allegedly involving Ukrainian government officials discussing a plan to divert hundreds of millions of dollars in US clean energy aid for political purposes.
According to the report, obtained by Just the News, the alleged scheme involved routing funds through a US-backed infrastructure project in Ukraine, with up to 90% of the allocated money ultimately redirected to support the 2024 re-election campaign of former US President Joe Biden and the Democratic National Committee. The funds were reportedly to be funnelled via subcontractors and US-based entities in ways designed to obscure their origin and use.
The intelligence summary indicates that participants believed the project would initially receive approval but later be deemed unnecessary, by which time the funds would already have been allocated and difficult to recover. Names of two American subcontractors allegedly involved remain classified.
US Director of National Intelligence Tulsi Gabbard recently became aware of the intercepts and has instructed the United States Agency for International Development to review records to determine whether the alleged plan was implemented and whether a criminal referral to the FBI is warranted. Officials said there is no indication the intercepted communications were part of a Russian disinformation campaign, but also noted the allegations were not thoroughly investigated during the Biden administration.
The report emerges amid continued scrutiny of governance and corruption issues in Ukraine. Ukrainian President Volodymyr Zelenskyy has faced pressure to strengthen internal accountability, including the resignation in late 2025 of senior aide Andriy Yermak following investigations by anti-corruption authorities into alleged wrongdoing in the energy sector.
The developments come at a sensitive time as Kyiv engages with US officials under President Donald Trump on efforts to end the ongoing war with Russia.
