Presidential couple attend inauguration, groundbreaking ceremonies in de-occupied territories
President of Azerbaijan Ilham Aliyev visited Jabrayil district on May 18.
The president attended a groundbreaking ceremony for the village of Boyuk Marjanli in Jabrayil district, Caliber.Az reports.
Vahid Hajiyev, the Special Representative of the President of the Republic of Azerbaijan in the Jabrayil, Gubadli and Zangilan districts, provided information on the construction project based on the village's master plan.
The village of Boyuk Marjanli, located 22 kilometers from the city of Jabrayil in the Araz Valley, is one of the largest residential areas in the district.
The master plan for the village spans an area of 362 hectares and aims to accommodate 6,230 people by 2040 through the construction of 1,074 private houses and several multi-story residential buildings. The village will feature various facilities, including an administrative building, a community club, a multifunctional building, sports and family health centers, a ceremonial house, a bazaar, two schools, and five kindergartens.
Under the “First State Program on the Great Return”, the initial phase of development up to 2026 will cover 41 hectares. In this phase, 149 individual houses will be constructed, accommodating 542 people. The houses will vary in size, offering two, three, four, and five-room options.
President Ilham Aliyev then attended the groundbreaking ceremony for the village of Karkhulu in Jabrayil district.
The president received a briefing on the upcoming development work in the village.
Karkhulu, situated within the administrative boundaries of Jabrayil district, is bordered to the north by the Ahmadbayli-Horadiz-Minjivan-Aghbend highway and to the south and southeast by the Horadiz-Aghbend railway line.
The development plans for Karkhulu aim to cover an area of 313 hectares by 2040. This includes the construction of 940 individual houses and several multi-story residential buildings to accommodate 4,428 residents. The village infrastructure will include administrative buildings, community clubs, family and sports health centres, commercial and household service buildings, and small business facilities. Furthermore, the master plan entails the construction of two secondary schools and four kindergartens.
The initial phase of development, aligned with the First State Program on the Great Return until 2026, will cover an area of 125 hectares. Plans for this phase include the construction of 145 individual houses to accommodate 691 residents.

President Ilham Aliyev also laid the foundation stone for the village of Sarijalli in Jabrayil district.
The president was briefed on the upcoming developments in the village.
The village of Sarijalli is bordered by the newly constructed Ahmadbayli-Horadiz-Minjivan-Aghband highway to the north, the village of Shukurbayli to the northeast, and the Horadiz-Aghband railway line to the south and southeast, with the village of Soltanli to the southwest and west.
The village’s master plan covers an area of 330 hectares and aims to accommodate 4,740 people by 2040 through the construction of 1,185 private houses and several multi-story residential buildings.
Various facilities will be integrated into the village, including a community club, sports and family health centers, a ceremonial house, a bazaar, two secondary schools, and four kindergartens.
The initial phase of development, scheduled until 2026 under the “First State Program on the Great Return”, will encompass 104 hectares. During this phase, 242 individual houses will be constructed, providing housing for 1,016 people.
President Ilham Aliyev then attended the ground-breaking ceremony for the village of Mashanli in Jabrayil district.
The president was briefed on the upcoming developments in the village based on its master plan.
By 2040, the designated area for development in the village would encompass 157.54 hectares. Over this period, plans entail the construction of 590 individual houses to accommodate 2,360 residents.
All necessary amenities to ensure the livelihoods of the village residents will be provided in the village. Plans include the establishment of administrative buildings, community clubs, sports and health facilities, medical centers, ceremonial houses, bazaar complex, as well as commercial, public catering, and small business facilities. Furthermore, according to the master plan, a secondary school building and two kindergartens are scheduled for construction in the village.
Aligned with the First State Program on the Great Return, the first phase of resettlement will cover 50 hectares of land, taking into consideration the living needs of the population to be settled in this area. This phase will see construction of 236 individual houses to accommodate 944 residents.
President Ilham Aliyev laid the foundation stone for the Mashanli village.
President Ilham Aliyev and First Lady Mehriban Aliyeva also attended the inauguration of the Aghali Hotel in the village of Aghali, Zangilan district.
The President laid the foundation stone for the Minjivan settlement in Zangilan district.
President Ilham Aliyev then participated in the inauguration of the Zangilan and Shayifli hydroelectric power plants operated by the Azerenerji OJSC.
The President and the First Lady also attended the opening of the Zangilan Mosque.
