Ukraine accuses senior military officials in embezzlement
Ukraine’s National Anti-Corruption Bureau (NABU) has completed an investigation into the alleged embezzlement of 246 million hryvnia (nearly $6.7 million) allocated for the development of the Dzvyn automated command and control system for the Armed Forces of Ukraine, the bureau announced on February 6.
According to NABU, the case involves three former senior officials of the General Staff: a lieutenant general who served as deputy chief of the General Staff, a major general who previously headed the Armed Forces’ communications troops, and a colonel who led the Automation Development Department, Caliber.Az reports.
Investigators found that the Dzvyn software was developed over a four-year period, during which the project’s budget was repeatedly increased. Despite the significant funding, NABU concluded that the final system failed to meet the technical requirements outlined at the outset of the project.
The Dzvyn platform was intended to enhance command, control, and information management within Ukraine’s military. NABU said its detectives first uncovered the alleged scheme in February 2025.
The bureau also reported attempts to obstruct the investigation. According to NABU, suspects allegedly concealed key documentation and tried to retroactively “modernise” the system in an effort to cover up shortcomings.
