Pentagon unveils $4.2 billion modernization plan for UK bases

The United States plans to invest more than $4 billion (£3 billion) in upgrading its military and intelligence facilities across the United Kingdom, according to official documents outlining a sweeping modernization program that includes new infrastructure at several key American bases, The Guardian reports.

The plans, detailed in documents submitted to the US Congress and presented at a military engineering conference earlier this year, include the construction of new bunkers at RAF Lakenheath in Suffolk, widely believed to be intended for storing US nuclear weapons, as well as upgrades to facilities supporting covert military operations.

According to presentation slides from the US Air Force Installation and Mission Support Centre, the total value of current "planning, design and construction" projects at American installations in the UK stands at $4.2 billion, with an additional $1.3 billion in projects listed as being in "draft status."

A spokesperson for the Air Force Installation and Mission Support Center noted that part of the funding would come from a NATO infrastructure fund.

"The United States routinely upgrades its military facilities in allied nations. Unclassified administrative budget documents often accompany such activities. These documents are not predictive of, nor are they intended to disclose any specific posture or basing details," the spokesperson said.

The largest share of the investment—more than $1.6 billion—is earmarked for RAF Lakenheath, the largest U.S. military base in Britain, where approximately 6,000 American personnel are stationed. Pentagon documents indicate the funding will support reinforced shelters, enhanced security measures and additional accommodation, developments widely viewed as preparations for the return of a U.S. nuclear arsenal to the base after its reported withdrawal in 2008. Consistent with longstanding policy, neither Washington nor London has confirmed or denied the presence of nuclear weapons at the site.

Another $1.1 billion has been allocated for RAF Mildenhall, also in Suffolk, where around 4,000 US personnel are based. The installation played a key logistical role during U.S. military operations against Iran earlier this year by supporting aerial refueling missions. The funding will also finance new facilities for special operations units tasked with deploying personnel into what the Pentagon describes as "hostile, denied and/or politically sensitive territories" across Europe and Africa, enabling faster operational responses.

Nearly $500 million will be invested in RAF Fairford in Gloucestershire, which served as a launch point for U.S. bomber missions against Iran. Planned improvements include completing a new aircraft hangar complex and renovating housing to accommodate additional aircrews.

The modernization program also includes $163 million for RAF Menwith Hill in North Yorkshire, one of the United States' most secretive overseas intelligence facilities. The base forms part of a global surveillance network used to intercept communications, although Pentagon documents do not specify how the funding will be spent.

The expansion underscores the extensive US military footprint in the United Kingdom, where more than 12,000 American military personnel are stationed across at least 15 bases and facilities. The plans come amid renewed debate over the long-term presence of US military installations in Britain, even as successive UK governments have continued to regard them as a cornerstone of the two countries' longstanding defense partnership.
