UN accuses Israel of obstructing operations in Palestinian territories

The United Nations has formally accused Israel of obstructing its humanitarian and administrative operations in the occupied Palestinian territories, including imposing severe restrictions on personnel and targeting the work of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

Speaking during hearings at the UN International Court of Justice (ICJ) on Israel’s obligations in the occupied territories, Elinor Hammarskjöld, Under-Secretary-General for Legal Affairs and United Nations Legal Counsel, outlined growing concerns over Israel’s conduct, Caliber.Az reports via Russian media.

“The process of issuing visas to UN personnel by Israel is facing increasingly stringent bans and restrictions,” Hammarskjöld stated. “Furthermore, UNRWA staff are facing punitive actions simply for carrying out their official duties.”

She also highlighted attempts by Israeli authorities to gain unauthorized access to schools operated by UNRWA for Palestinian children, as well as orders to close these facilities. These actions, according to Hammarskjöld, undermine the agency’s ability to provide essential services and violate Israel's international obligations as an occupying power.

The ICJ hearings, which commenced recently, are examining the legal responsibilities of Israel in the occupied Palestinian territories. Proceedings are expected to continue until May 2 and could have significant implications for international diplomatic and legal approaches to the Israeli-Palestinian conflict.

On December 19, 2024, the United Nations General Assembly adopted a resolution requesting an advisory opinion from the International Court of Justice (ICJ) concerning Israel’s legal obligations in relation to the occupied Palestinian territories. The resolution specifically addresses Israel’s responsibilities in ensuring the supply of essential goods vital to the survival of the Palestinian civilian population, as well as the provision of basic services, humanitarian aid, and development assistance. It also underscores Israel’s duty to respect and uphold the Palestinian people’s right to self-determination.

The resolution garnered broad international support, with 137 member states voting in favor, including key global powers such as Russia, the United Kingdom, China, and France. Twelve countries, including Israel, the United States, and Canada, opposed the measure, while 22 others abstained. The ICJ’s forthcoming advisory opinion is expected to have significant implications for international law and the broader discourse on Israel’s responsibilities in the occupied territories.
