US senator calls for Congressional oversight of Ukraine peace plan
US Republican Senator Lindsey Graham has emphasized that Congress must be given the authority to review any peace plan intended to end Russia’s war against Ukraine.
In a post on X, Graham argued that legislative oversight is essential to ensure transparency and credible security guarantees, Caliber.Az reports.

According to Graham, the current draft peace plan could provide “an opportunity to end the war honorably and justly,” but he stressed that Congress must evaluate whether the agreement truly includes mechanisms capable of preventing a future attack.
“A lasting peace in Ukraine must ensure Russia cannot launch another invasion in the future. Congressional review will allow us to achieve that goal,” Graham warned.
Drawing a parallel with US oversight of nuclear agreements, Graham argued that just as Congress reviews deals with Iran, lawmakers should also be empowered to examine any peace agreement with Russia.
This statement aligns with Graham’s broader initiatives: he has previously proposed “tough sanctions” against Russia if Moscow refuses to negotiate or violates a peace deal. He is also working on legislation granting the US president new tools to pressure the Kremlin, including what he described as an “economic hammer,” such as tariffs on countries that purchase Russian energy.
Graham cautioned that without congressional involvement in the peace process, the risk of renewed conflict remains high, emphasizing that lawmakers must assess the security guarantees outlined in any agreement.
On November 23, Ukraine, the United States, and European partners began consultations in Geneva at the level of national security advisers. The goal of the talks is to refine Donald Trump’s peace plan while accounting for Ukrainian and European interests.
Following the Geneva discussions, which included Ukrainian and European delegations, officials reported significant progress on steps toward resolving the conflict. Senator Marco Rubio noted that the progress achieved “allows for expectations of real outcomes.”
The head of the Ukrainian delegation, Andrii Yermak, described the meeting as “very positive.” Rustem Umerov, Secretary of Ukraine’s National Security and Defence Council and a participant in the consultations, added that the current version of Trump’s plan—still under revision—already reflects most of Ukraine’s priorities.
