Azerbaijan pitches inclusive urban vision at UN’s high-level housing dialogue PHOTO

Azerbaijan’s Urban Planning and Architecture State Committee Chairman Anar Guliyev has outlined Azerbaijan’s strategy on affordable housing and urbanisation during the closing session of the High-Level Dialogue on the theme “Decent Housing for All,” held within the framework of the United Nations Economic and Social Council’s (ECOSOC) High-Level Political Forum (HLPF) in New York.

Speaking at the forum, Guliyev underscored that housing is not merely about providing shelter, but about upholding human dignity, ensuring security, and fostering community solidarity, Caliber.Az reports per the State Committee. 

He highlighted that large-scale urban planning and housing projects in Azerbaijan are not only focused on improving access to quality housing, but are also rooted in the principles of social justice. Housing provision has remained a core pillar of Azerbaijan’s national development strategy for many years, with ongoing construction and reconstruction programmes designed to enhance citizens’ access to affordable and high-quality homes. He also stressed the country's contribution to achieving the Sustainable Development Goals (SDGs).

Guliyev noted that energy efficiency and environmental standards are key elements in current housing initiatives. He pointed to the development of comprehensively planned, inclusive residential areas that encourage social integration and help create a favourable urban environment, while also ensuring equal access to infrastructure and strengthening social cohesion.

He also spoke about the State Housing Development Agency, established in 2016, through which modern, energy-efficient, and subsidised housing projects are being implemented for middle- and low-income families.

Guliyev further detailed ongoing reconstruction and urban development efforts in the territories liberated from occupation. He emphasised that these projects are being carried out with a focus on fostering a “green,” “smart,” and healthy lifestyle, which not only accelerates the return of displaced populations but also plays a vital role in regional stability and socio-economic recovery.

Looking ahead, Guliyev noted that the 13th World Urban Forum (WUF13), to be hosted in Baku in 2026 under the theme “Housing for All: Safe and Sustainable Cities and Human Settlements,” will serve as a key global platform for discussing urban planning and housing policy. The event is expected to offer wide-ranging opportunities for the exchange of best practices, innovative financing tools, inclusive planning methods, and sustainable construction approaches geared toward improving access to affordable and climate-resilient housing.

In closing, the Chairman invited representatives of partner countries and international organisations to actively participate in the Forum in Baku. He affirmed that Azerbaijan is fully prepared for close cooperation and high-level organisation of the event, with the aim of turning the Forum into a platform for generating concrete proposals and practical solutions.
