Brussels pushes for emergency stockpiles, civilian support amid rising global risks

25 March 2025 12:54

The European Commission (EC) has unveiled a new strategy aimed at preparing European households for potential crises, advising that every household should have a 72-hour emergency stockpile of essentials such as water, medicines, batteries, and food.

This recommendation is part of a broader initiative designed to address the growing risks posed by various global threats, including conflicts, cyberattacks, pandemics, and the worsening climate crisis, Caliber.Az reports via Spanish media.

Brussels emphasizes the need for Europe to be ready to handle large-scale crises, including the possibility of armed aggression affecting one or more EU member states. The draft document stresses that Europe must be prepared for both cross-cutting emergencies and incidents that could trigger widespread disruptions.

“Europe must be capable of mobilizing all available resources and assets to support its member states, including military resources if necessary,” the document outlines. The strategy aims to ensure that the European Union (EU) is equipped to respond swiftly and efficiently to such threats, with a clear focus on enhancing resilience across all sectors.

One significant element of the strategy is the creation of a digital platform designed to provide citizens and travelers with real-time information on potential risks, available shelters, and emergency procedures in the event of a crisis. Additionally, the EC plans to explore the coordination of strategic stockpiles of essential supplies, including medicines, energy, and food, at the European level.

The strategy further highlights the importance of civilian support in times of armed aggression. “In the event of armed aggression, the armed forces will need civilian support to guarantee the continued functioning of the state and society,” the draft document explains.

This new proposal is part of a comprehensive package that the European Commission plans to present to EU member states. The strategy aims to bolster Europe’s readiness for any potential threat through 2030. While the current version of the strategy is still subject to potential amendments, it represents a clear commitment from Brussels to ensure that the EU is prepared to tackle the complex challenges of the future.
