China’s Yangtze revival shows power of state-led environmental policy

China’s Yangtze River, once synonymous with pollution, overfishing and ecological decline, is emerging as one of the world’s most striking examples of environmental recovery. After decades of degradation that pushed iconic species toward extinction, sweeping conservation measures introduced in recent years have begun reversing the river’s fortunes. Yet the Yangtze’s revival also exposes the trade-offs of China’s centralised governance model, where environmental gains have come at significant social costs and unresolved ecological challenges.

Stretching more than 6,300 kilometres from the Tibetan Plateau to Shanghai, the Yangtze is China’s longest river and the backbone of its economy and biodiversity. For decades, however, rapid industrialisation transformed it into one of the country’s most heavily exploited waterways. Pollution, intensive commercial fishing and extensive dam construction devastated aquatic ecosystems. Species such as the baiji river dolphin and the Chinese paddlefish have effectively disappeared, an analysis by The Economist outlines.

Signs of ecological rebound

According to findings highlighted by The Economist, the river is now showing measurable signs of recovery. Since the introduction of a 10-year commercial fishing ban in 2021, fish biomass has increased by more than 200%, reversing roughly 70 years of decline. Researchers have also documented wild breeding of a rare sturgeon species for the first time in two decades, while more fish are reaching sexual maturity, suggesting stronger long-term population recovery.

The outlook for the Yangtze finless porpoise has also improved. Government figures indicate that more than 1,400 of the freshwater mammals now inhabit the river basin, up from around 1,000 in 2017, making the species a visible indicator of improving ecosystem health.

The recovery has been supported by more than fishing restrictions. Authorities relocated thousands of factories away from the river, strengthened pollution controls, expanded forests in upstream regions and developed wetlands and "sponge cities" to absorb rainfall and improve water quality before runoff reaches the river.

The strength of centralised action

The Yangtze's turnaround illustrates China's ability to mobilise state resources on a massive scale. Strict enforcement—including drone surveillance, river patrols, cameras and substantial penalties—has significantly reduced illegal fishing. Environmental performance has also become a factor in evaluating local officials, giving conservation political weight at every level of government.

This centralised approach has enabled rapid implementation of policies that many democracies might struggle to enforce on a similar scale. As a result, the Yangtze has become a showcase for China's growing emphasis on biodiversity protection after decades of prioritising economic growth above environmental concerns.

Recovery comes with human costs

The environmental achievements have not been without consequences. Approximately 230,000 commercial fishermen lost their livelihoods following the fishing ban. While state media report that affected communities received compensation, retraining and alternative employment, accounts from former fishing villages suggest many struggled to replace lost income and felt excluded from decision-making.

Many former fishermen reportedly became migrant workers or turned to aquaculture, an industry requiring substantial investment and exposing families to fluctuating market demand. Their experiences underscore a recurring criticism of China's governance model: policies can be implemented swiftly, but often with limited public consultation or avenues for opposition.

Challenges remain beneath surface

Despite recent progress, structural threats continue to constrain the Yangtze's long-term recovery. Hydropower development remains one of the river's greatest environmental pressures. Massive dams—including the Three Gorges Dam and thousands of smaller structures—continue to block fish migration routes essential for reproduction.

Meanwhile, authorities have approved construction of another large dam connecting Poyang Lake, China's largest freshwater lake, to the Yangtze. Officials argue it will stabilise water levels during dry seasons, but conservationists warn it could damage habitats used by migratory birds and the recovering finless porpoise.
