Draft US–Iran memorandum sets out 14 points for ceasefire, talks
The Iranian news agency Mehr has published a draft memorandum of understanding between Iran and the United States. The proposed document contains 14 provisions outlining a ceasefire, de-escalation measures, economic relief, and negotiations toward a final agreement.
The draft includes the following points:
— Immediate and indefinite cessation of hostilities across all theatres of conflict, including Lebanon.
— U.S. guarantees of non-interference in Iran’s internal affairs and recognition of the sovereignty of the Islamic Republic of Iran.
— Complete lifting of the naval blockade within 30 days.
— Withdrawal of U.S. military forces from areas in close proximity to Iran.
— Restoration of unrestricted maritime navigation through the Strait of Hormuz.
— Suspension of restrictions on Iranian oil exports.
— Development by the United States and its allies of a $300 billion program for the reconstruction of Iran’s infrastructure.
— A 60-day negotiation process to prepare a comprehensive final agreement.
— Iran’s commitment to refrain from the production of nuclear weapons.
— The United States’ commitment not to impose additional sanctions or expand its military presence in the region during the negotiation period.
— Unfreezing of $24 billion in Iranian assets.
— Establishment of a monitoring mechanism to oversee the implementation of the agreed measures.
— Adoption of the final agreement through a resolution of the United Nations Security Council.
— Commencement of the final round of negotiations only after three preliminary conditions have been met: the release of half of Iran’s frozen assets, the easing of oil-related sanctions, and the lifting of the naval blockade.
