Eight European states sign protocol to boost military mobility

Eight European states have signed a protocol of intent aimed at enhancing military mobility across Europe.

The document was signed by representatives of Belgium, Czechia, Germany, Luxembourg, the Netherlands, Poland, Slovakia, and Lithuania, Caliber.Az reports, citing Lithuania’s Ministry of Defence.

The creation of the Central Northern European Military Mobility Region (CNEMMR) is intended to help unify border-crossing procedures, ensure joint control and coordination of movement assets, enable efficient data exchange, and synchronise infrastructure development and cooperation among all eight countries.

Lithuanian Defence Minister Robertas Kaunas described coordinated military mobility as a national priority for Lithuania. He stressed the need to strengthen infrastructure cooperation on NATO’s eastern flank, particularly through close collaboration with Poland and Latvia.

The network will expand on the existing Netherlands–Germany–Poland corridor, extending westward through Belgium and Luxembourg and eastward through Lithuania, Czechia and Slovakia to form a unified mobility region.

Lithuania, having already joined the Netherlands–Germany–Poland pilot project as an observer, has been invited to integrate more deeply into the new framework as it strengthens its role in regional deterrence and defence. Kaunas noted that Lithuania is investing heavily in infrastructure to ensure fast and secure movement of allied forces.

Key projects include military adaptation of Via Baltica and the planned Lazdijai–Alytus–Vilnius road to boost capacity in the Suwałki corridor, alongside improvements to internal transport links connecting major deployment sites with training grounds in Pabradė and Rūdninkai.

To further enhance regional security, the three Baltic states plan to create a Tri-Baltic Military Mobility Zone, extending the CNEMMR northward and forming a continuous area for rapid troop movement — a capability central to modern defence planning.
