Estonia fails to deliver €183 million in ammunition promised to Ukraine

08 September 2026 12:17

Estonia failed to procure and deliver around one-third of the ammunition it was tasked with purchasing for Ukraine using allocated funds, Postimees newspaper reports.

Estonia was expected to provide Ukraine with ammunition worth a total of €585 million, financed through the European Peace Facility (EPF) and contributions from other donor countries whose identities have not been disclosed.

However, ammunition deliveries worth approximately €183 million — nearly one-third of the total amount — were not completed, the newspaper said.

“There is a risk that €72 million of this amount may have to be written off as a loss for Estonian taxpayers,” Postimees added.

The funds, including money derived from frozen Russian assets, were channelled through the EPF and donor countries. They were intended to finance the purchase of various types of ammunition from suppliers around the world for subsequent delivery to Ukraine.

As a result, Ukraine received approximately €183 million less in ammunition than originally planned, representing nearly one-third of the funds entrusted to Estonia for the procurement effort.
