EU assesses Ukraine’s budget needs before considering additional funding

The European Commission is assessing Ukraine’s financial situation to determine whether the country will require additional funding to cover its state budget needs in 2026, a Commission spokesperson said.

European Commission spokesperson Balázs Ujvári said any discussion of additional financial support, including the possible use of frozen Russian assets, would depend on the outcome of the assessment, Caliber.Az reports per Ukrainian media

“We need to identify the needs before we can potentially discuss ways to address them. That is the stage we are at right now,” Ujvári said in response to a question about using frozen Russian assets to support Ukraine.

Ujvári said European Commissioner for Economic Affairs Valdis Dombrovskis held a video conference with Ukrainian Prime Minister Serhiy Koretskyi on September 7 and subsequently met virtually with International Monetary Fund Managing Director Kristalina Georgieva to assess Ukraine’s budgetary requirements.

According to Ujvári, the discussions showed that additional technical work was needed to assess the evolution of Ukraine’s fiscal situation and determine whether the country faces a potential funding gap.

The European Commission’s immediate priority, however, remains the disbursement of €45 billion allocated to Ukraine for 2026 under a €90 billion loan package.
