EU finalizes blueprint for security assurances to Ukraine

Ambassadors representing the 27 member states of the European Union have reached an agreement on a confidential draft outlining security assurances for Ukraine.

According to reports from Welt, the document stipulates that the EU commits to providing Ukraine with prompt consultations within 24 hours in the event of aggression against the nation. However, it explicitly excludes the direct involvement of EU troops in any conflict.

The draft also outlines provisions for a €5 billion assistance fund for Ukraine in 2024, with potential for expansion in the future based on the needs of the Ukrainian military and the capabilities of EU member states. Additionally, the EU pledges support in the form of arms supplies, soldier training, assistance in security sector reforms, and countermeasures against hybrid threats.

Negotiations between Brussels and Kyiv are ongoing regarding the terms of the 11-page agreement, with guarantees expected to be finalized by early July. These assurances are intended to remain in effect until Ukraine's potential accession to the EU and NATO.

As reported by Welt, only seven EU countries, including Germany, Denmark, France, Italy, Finland, the Netherlands, and Latvia, along with the UK, have agreed to provide security guarantees to Ukraine. Eight other countries, including Slovakia, Hungary, Croatia, Bulgaria, Cyprus, Ireland, Austria, and Malta, have declined to sign the agreement thus far.
