EU leaders gather in Luanda for Ukraine peace talks

An informal summit of European Union leaders focused on a peace plan for Ukraine began in Angola’s capital, Luanda, on November 24. 

The summit was convened by European Council President António Costa. Ten EU heads of state are attending in person, while the rest are participating via video link, Caliber.Az reports, citing European Pravda.

The event includes European Commission President Ursula von der Leyen and the leaders of Poland, Spain, Czechia, Portugal, Germany, Croatia, Slovakia, the Netherlands, Italy, and Ireland. Joining remotely are the heads of Austria, Belgium, Bulgaria, Cyprus, Denmark, Estonia, Greece, Finland, France, Hungary, Latvia, Lithuania, Luxembourg, Malta, Romania, Slovenia, and Sweden.

The EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, is also participating remotely.

The main topics of discussion are the EU’s position on a peace plan for Ukraine, updates on the November 23 Geneva negotiations, and planning further joint actions. The location was chosen in conjunction with the previously scheduled EU–African Union summit, which began on the morning of November 24.

Before the summit, European Council President António Costa held a phone call with Ukrainian President Volodymyr Zelenskyy to discuss his assessment of the situation. European leaders expressed concern over the 28-point U.S. plan after it was submitted to Kyiv last week, prompting a special EU leaders’ meeting on Ukraine and the “peace plan” proposed by Donald Trump’s team.

Following the Geneva talks, the U.S. and Ukraine announced that they had prepared an updated document for a peaceful resolution of the conflict.
