EU opens External Relations accession talks with Ukraine
The European Union and Ukraine have opened accession negotiations on Cluster 6 – External Relations, marking another significant step in Kyiv's bid to join the bloc.
The move comes just one month after the opening of negotiations on Cluster 1 – Fundamentals, underscoring the pace of Ukraine's accession process under the EU's revised enlargement framework.
Commenting on the development, Ireland's Minister of State for European Affairs, Thomas Byrne, described the decision as another key milestone in Ukraine's path toward EU membership.
"Just one month since the opening of Cluster 1 and two weeks into the Irish presidency, we have today reached another milestone on Ukraine's EU membership journey by opening another key negotiating cluster, on external relations. This is a testament to the country's commitment to move forward as quickly as possible. In today's challenging times, enlargement is a strategic investment in peace and security, stability and prosperity for both the EU and Ukraine," Byrne said.
Cluster 6 comprises two negotiating chapters covering the EU's external policies.
Chapter 30 – External Relations focuses on the EU's common commercial policy, humanitarian assistance and development cooperation, requiring candidate countries to align with EU trade legislation, international commitments and related external policy positions.
Chapter 31 – Foreign, Security and Defence Policy requires alignment with the EU's common foreign, security and defence policy, including foreign policy positions, political declarations, sanctions and other restrictive measures.
The EU has also established benchmarks that Ukraine must meet before the two chapters can be provisionally closed.
Brussels reiterated that the accession process remains merit-based, with Ukraine's progress continuing to be assessed throughout negotiations on the basis of its alignment with the EU acquis and implementation of European standards.
The latest development follows the opening of negotiations on Cluster 1 – Fundamentals during the previous Accession Conference held in Luxembourg on June 15, 2026.
Under the revised accession methodology introduced in 2020, negotiations are structured around six thematic clusters: Fundamentals; Internal Market; Competitiveness and Inclusive Growth; Green Agenda and Sustainable Connectivity; Resources, Agriculture and Cohesion; and External Relations.
Ukrainian Foreign Minister Andrii Sybiha welcomed the EU's decision, describing it as a clear affirmation of Ukraine's steady progress toward European Union membership.
Sybiha said Kyiv has achieved 99% alignment of its foreign policy with that of the EU, a level of convergence he said lays the groundwork for accelerating the country's accession negotiations.
He added that Ukraine remains committed to advancing its reform agenda and aims to open the remaining negotiation clusters at the earliest possible opportunity.
