EU to back Ukraine with training and civilian missions, says Kallas

The European Union has defined how it intends to participate in providing security guarantees for Ukraine, focusing on training programs, civilian missions, and opportunities for neutral member states to contribute.

According to Caliber.Az, the statement was released by the European External Action Service. At the EU level, security guarantees will be implemented through training missions and civilian initiatives, enabling even neutral countries within the bloc to take part.

EU High Representative for Foreign Affairs and Security Policy Kaja Kallas explained the strategy ahead of an informal meeting of EU defence ministers in Copenhagen.

The European Union, she said, plans to assist Ukraine in three key areas: training missions to prepare Ukrainian military personnel, civilian missions that will provide training and organisational support, and initiatives aimed at strengthening Ukraine’s defence industry.

Kallas highlighted that all three areas are open to participation from neutral EU members wishing to contribute.

She also noted that discussions are underway on adapting the mandates of these missions to ensure they are ready to operate after a peace agreement is reached.

“Of course, each member state decides for itself what it does and how exactly it contributes to security guarantees. But on behalf of the European Union, we have missions: training and civilian,” Kallas said.
