EU unveils €1.9 billion investment plan to support Moldova’s EU integration At Chisinau summit

European Union leaders have announced a major financial package worth up to €1.9 billion to support Moldova’s economy and accelerate its path toward EU membership, as part of efforts to reduce the country’s vulnerability to external pressures, particularly from Russia.

The announcement was made during a EU-Moldova summit held in Chisinau on July 4— the first of its kind — just months before Moldova’s parliamentary elections. The funding will be delivered under the new Moldova Growth Plan for the 2025–2027 period and marks the largest EU financial commitment to the country since its independence, Caliber.Az reports via EuroNews.

European Commission President Ursula von der Leyen and European Council President António Costa traveled to Moldova to meet with President Maia Sandu and reaffirm the bloc’s political and financial support for the EU candidate country.

“Nine months ago, we agreed on the growth plan for Moldova, and eight months ago, the people of Moldova have enshrined their European future in Moldova’s constitution,” said von der Leyen. “What a testament to Moldova’s and our unwavering commitment... Moldova is constantly proving in making progress in the accession process.”

Both EU leaders emphasised continued backing for Moldova’s sovereignty amid Russia’s ongoing war in neighbouring Ukraine and the growing threat of hybrid tactics used to destabilise the region. They also condemned Russian interference and discussed steps to strengthen Moldova’s resilience to foreign influence, disinformation, and electoral manipulation.

Moldovan President Maia Sandu welcomed the summit and the EU’s support, expressing confidence in the country’s European future. 

“For the first time, we are being seen as a natural part of the European family,” she said. “Through this summit, the European Union is sending a clear message: Moldova matters.”
