European participants in ongoing Geneva talks have presented their own counterproposals to US President Donald Trump’s plan for resolving the conflict in Ukraine, The Washington Post reports, citing sources.
According to the report, the European document outlines three key points:

No restrictions would be imposed on Ukraine’s armed forces.

Ukraine would gain control over the Zaporizhzhia Nuclear Power Plant, the Kakhovka Dam, “unimpeded crossings” along the Dnipro River, and the Kinburn Spit.

Other territorial issues would be addressed after a ceasefire, with Ukrainian troops remaining in Donbas instead of withdrawing in exchange for halting hostilities.
The proposals are being discussed among representatives from the US, European countries, and Ukraine as part of the ongoing negotiations.
The 28-point document surfaced publicly on November 18 via Axios, reportedly drafted in secret consultations between U.S. officials (including Rubio and Trump envoy Steve Witkoff) and Russian counterparts, with limited Ukrainian input. Key concessions included Ukraine ceding significant territory (e.g., full control of Donetsk and parts of Luhansk/Kherson), capping military size at 100,000 troops, and neutrality pledges barring NATO accession. The White House initially framed it as a "basis for talks," but leaks amplified perceptions of it as a capitulation to Moscow.
