Finland expands military backing for Ukraine through NATO-led initiative
Finland has announced an additional €40 million contribution to the Prioritised Ukraine Requirements List (PURL) initiative, reinforcing its commitment to strengthening Ukraine’s defence capabilities amid Russia’s ongoing attacks.
The funding package was outlined by Finland’s Ministerial Committee on Economic Policy and forms part of the government’s pledge, made during its spring budget session, to increase military support for Ukraine by €300 million over 2026–2027.
Prime Minister Petteri Orpo unveiled the new contribution during the Ukraine Recovery Conference held in Gdańsk on June 25–26.
“Russia continues its increasingly devastating attacks against civilian targets in Ukraine. Through PURL, Finland contributes to the strengthening of Ukraine’s air defence,” Orpo said.
Defence Minister Antti Häkkänen emphasized the significance of the initiative at a critical stage of the war.
“The contributions under the PURL initiative will significantly strengthen Ukraine’s air defence at this critical time. Finland is committed to supporting Ukraine through various instruments. These include the PURL initiative and Finland’s defence materiel assistance to Ukraine through our domestic defence industry and from the Finnish Defence Forces’ stockpiles,” Häkkänen said.
The Prioritised Ukraine Requirements List initiative was unveiled by the President of the United States and the NATO Secretary General in July 2025. The program is designed to finance defence materiel assistance for Ukraine sourced from the United States.
Funded by European allies and Canada, the initiative provides regular packages of critical military equipment purchased from the United States and delivered rapidly to Ukraine to address its most urgent defence needs.
