Former Manchester mayor Andy Burnham to succeed Keir Starmer on July 20

17 July 2026 17:39

Andy Burnham has been officially confirmed as the new leader of the governing Labour Party and will take office as Britain's next prime minister on Monday, July 20, succeeding Keir Starmer.

Burnham’s ascension follows a strategic political transition initiated after he won a pivotal parliamentary by-election in Makerfield last month. The victory allowed the former Greater Manchester mayor to return to Westminster, positioning him as the primary alternative to Starmer following significant Labour losses in the May local elections. Starmer subsequently announced his resignation, leading to a swift leadership process in which an unassailable majority of Labour’s 403 MPs backed Burnham.

In his acceptance speech, Burnham pledged to challenge the current political and economic culture, promising to restore public trust and focus on policy delivery for ordinary citizens. He takes office during a period of notable political transition, becoming the country’s seventh prime minister in a decade.

A veteran politician, Burnham served in the cabinets of Tony Blair and Gordon Brown—including a tenure as Health Secretary — before serving as Mayor of Greater Manchester from 2017 until this year. As mayor, he focused extensively on regional devolution, public transit expansion, and economic growth in northern England.

As prime minister, Burnham intends to prioritise shifting administrative power away from London. His platform includes commitments to accelerate social housing construction, advance reindustrialisation, and increase public control over essential utilities.

However, the incoming administration faces immediate domestic policy challenges, including strict fiscal constraints, a struggling National Health Service (NHS), and rising social security costs, alongside pending immigration reforms currently moving through parliament.

On the international stage, Burnham must navigate broader geopolitical and economic headwinds, including stagnant long-term productivity and potential energy market volatility linked to global conflicts. The new administration will also manage complex diplomatic relationships, including engagements with the United States regarding bilateral trade, defence targets, and proposed UK regulatory frameworks for major technology platforms.
