Gaza roadmap calls for ceasefire, Israeli withdrawal, governance shift

A body identified as the “Board of Peace” has published a roadmap outlining steps to implement a U.S.-backed plan to resolve the conflict in the Gaza Strip, drawing on proposals associated with President Donald Trump and United Nations Security Council Resolution 2803.

The document sets out a phased framework under which Israel and Hamas would carry out reciprocal commitments under international supervision.

Under the plan, Israel would be required to fulfil its obligations under the Sharm el-Sheikh Protocol, including halting military operations and completing a full withdrawal of its forces from Gaza. Hamas and other Palestinian groups, in turn, would cease hostilities and transfer civil governance and security responsibilities to a newly proposed National Committee for Gaza Administration (NCAG).

Implementation would be monitored by an International Verification Committee (IVC), tasked with confirming compliance at each stage before further steps are taken.

Once established, the NCAG would oversee the restoration of public institutions, conduct a financial audit, manage state assets and address outstanding financial obligations to contractors and suppliers, estimated at up to $400 million, over a three-year period.
