Kuwait blames Iraq for Basra consulate attack, demands accountability

Kuwait’s Ministry of Foreign Affairs has condemned the attack on its consulate in Basra, Iraq, calling the incident a serious violation of international law.

The ministry placed full responsibility on the Iraqi government, citing its failure to secure diplomatic missions on its territory, Caliber.Az reports.

“The State of Kuwait affirms that these actions constitute a gross and blatant violation of the international obligations of the Republic of Iraq, in particular the provisions of the 1963 Vienna Convention on Consular Relations, especially Article 31, which obliges the receiving state to ensure the full protection of consular premises and preserve their inviolability.

The State of Kuwait holds the government of the Republic of Iraq fully and directly responsible for this attack, as well as for any failure to take the necessary measures to protect diplomatic and consular missions on its territory.

The Ministry of Foreign Affairs of Kuwait demands immediate and decisive action by the Iraqi government to hold all those responsible for these criminal acts accountable, and to provide guarantees that such incidents will not recur, including strengthened measures to protect all Kuwaiti representations in the Republic of Iraq.

Confirming that Kuwait is not a participant in any regional or international conflicts and will never allow its territory to be used for attacks against any state in accordance with its foreign policy strategy based on moderation and active neutrality, respect for international law and principles of good neighborliness, the State of Kuwait notes that continued violations of this kind could negatively affect bilateral relations and undermine the foundations of mutual trust,” the statement reads.
