The announcement coincided with the arrival in Kyiv of Luís Montenegro, who made his first official visit to Ukraine earlier on December 19. During the visit, Volodymyr Zelenskyy and Montenegro paid tribute to Ukrainian soldiers who were killed defending the country.
Following the ceremony, Zelenskyy honoured the fallen, saying: “Eternal memory to all our warriors, to every Ukrainian who gave their lives so that Ukraine could live.”
As part of the visit, Montenegro is expected to hold meetings with Zelenskyy, Prime Minister Yuliia Svyrydenko, and Speaker of the Verkhovna Rada Ruslan Stefanchuk, focusing on bilateral cooperation and continued support for Ukraine.
Speaking about Portugal’s position, Montenegro emphasised the importance of standing firmly with Kyiv. “More than any other country, Ukraine naturally needs our solidarity and our closeness, not to mention our commitment; that is exactly what we are bringing,” he said.
The Portuguese prime minister also stressed Ukraine’s urgent need for financial assistance, noting that Portugal remains committed to providing support both bilaterally and through a range of humanitarian, social, military, and political initiatives.
