Media: Hamas involved in formation of Gaza technocrat government Despite Trump plan

21 October 2025 13:03

Hamas is reportedly playing a secret role in shaping the technocrat government intended to take over the administration of the Gaza Strip under the framework of former U.S. President Donald Trump’s plan, according to Israeli television channel Kan.

Arab mediators are aware that Hamas is participating in the selection of ministers for the technocrat government.

Reports indicate that Hamas influenced nearly half of the proposed list, choosing individuals aligned with its principles. The other half of the list was assembled by the Palestinian National Authority, whose representatives are also aware of Hamas’ involvement.

Egyptian and other Arab mediators reportedly provided Hamas with a full list of prospective ministers to secure the group’s tacit approval and legitimisation. Under Trump’s original plan, Hamas was not supposed to have any direct or indirect role in governing the Gaza Strip.

Meanwhile, Israeli military assessments indicate that Hamas has steadily consolidated its control over Gaza since the ceasefire came into effect. Expectations of widespread resistance against the group have not materialised. Despite severe hardships and extensive destruction over the past two years, the Israel Defence Forces (IDF) reports no significant signs of popular resistance or mass protests against Hamas.

The Israeli army notes that local clans, which Israel had recently tried to empower as potential political challengers, have been weakened to the point that they no longer pose a threat. Public street executions of Hamas opponents and Palestinians suspected of cooperating with Israel have reportedly become common.

Israel’s security establishment also observes that throughout the conflict, Hamas maintained thousands of fighters in reserve. Their primary mission was to reassert full control over the Gaza Strip immediately after hostilities ceased.

Israeli officials recognise that Hamas now controls the western part of the Gaza Strip, west of the so-called “yellow line,” representing roughly 47% of the territory, including civil and municipal administration.
