Military aid to Ukraine set to reach $5 billion by year-end, says NATO chief

26 November 2025 14:39

By the end of 2025, Ukraine is expected to receive military assistance totaling approximately $5 billion from allied countries under the PURL support program, NATO Secretary General Mark Rutte confirmed.

“Ukraine receives approximately $1 billion in military equipment every month,” Rutte emphasized, highlighting the sustained support, Caliber.Az reports, citing Ukrainian media.

He noted that while European countries have made significant contributions over the past several years, certain capabilities can only be provided by the United States. According to Rutte, US President Donald Trump has agreed to fund the supply of American weapons in coordination with Canada and European partners.

Spain has also joined the initiative. “This is important for the protection of Ukrainians, the preservation of critical infrastructure from Russian attacks, and for Ukraine’s ability to carry out its own defensive actions,” Rutte explained.

By year-end, he said, total assistance will reach around $5 billion, encompassing not only the PURL program but also the Czech initiative on ammunition, as well as contributions from Lithuania and Denmark to supply defence equipment. “We are moving towards delivering all the equipment to Ukraine,” he added.

Rutte further noted that European countries will continue providing weapons from their stockpiles. “Although resources are dwindling after three to four years of war, supplies remain possible,” he said.

Spain plans to provide Ukraine with around €1 billion in aid, according to Spanish Foreign Minister José Manuel Álvarez, describing it as a broad support package. The European Union remains the main donor of Ukrainian defence, with Poland pledging an additional $100 million by year-end to purchase American weapons and bolster Ukraine’s defence capabilities. Denmark recently announced its 28th military aid package for Ukraine, valued at over $217 million.
