Norway introduces restrictions on AI use in schools

The Norwegian government is introducing an almost complete ban on the use of artificial intelligence by primary school pupils and is restricting its use in lower secondary education.

The decision is aimed at preventing the negative impact of technology on learning outcomes.

Under the government's new guidelines, pupils in grades 1–7 (ages 6–13) will not be allowed to use AI in their studies. Limited use under teacher supervision will be permitted for students in grades 8–10 (ages 14–16).

“Uncritical use of generative AI increases the risk of students missing important stages of the learning process. Academic performance and skills are declining, and we are taking action to reverse this trend. That is why we are introducing clear guidelines,” Prime Minister Jonas Gahr Støre said.

Teachers will be required to have specialised training to work with AI, with oversight provided by the Norwegian Directorate for Education and Training.

No restrictions will be imposed on upper secondary school students, as the authorities believe they should learn how to use these technologies responsibly in preparation for further education and future employment.
