Norway joins Tallinn Mechanism to bolster Ukraine’s cyber defences

Norway has officially become the 12th member of the Tallinn Mechanism, an international initiative aimed at strengthening Ukraine’s cyber defence capabilities amid ongoing Russian cyber aggression.

According to the Ukrainian Ministry of Digital Transformation, as reported by European Pravda, Norway’s full accession was announced during the Ukraine Recovery Conference held in Rome. The country had previously participated in the initiative as an observer.

“The Tallinn Mechanism is a key instrument of international support that helps Ukraine counter these [cyber] attacks and, meanwhile, build long-term digital resilience,” Norwegian Foreign Minister Espen Barth Eide stated. He noted that the Norwegian government contributes 25 million kroner (approximately US$2.5 million) annually to cyber defence efforts under the civil component of the Nansen Support Programme. “This support is long-term and scalable,” Eide added.

As part of its commitment, Norway plans to provide over 100 million hryvnias (roughly US$2.4 million) by the end of 2025 for projects aimed at increasing the cyber resilience of Ukraine’s civilian and critical infrastructure.

The Tallinn Mechanism, launched in 2023, coordinates cyber assistance to Ukraine by pooling resources and expertise from participating countries. Its goal is to enhance Ukraine's cybersecurity infrastructure, support digital recovery, and improve defences against cyber threats.

Other recent contributors to the initiative include Italy, which has pledged €1 million through its foreign ministry, and Sweden, whose international development agency recently allocated a new aid package for cyber resilience projects in early July.
