NYT: No security promises in US-Ukraine minerals agreement

The US-Ukraine resource agreement does not include security guarantees for Kyiv, the American newspaper The New York Times writes, citing sources.

“One person familiar with the negotiations, discussing them on the condition of anonymity, said the final deal does not include explicit guarantees of future U.S. security assistance. Another said the United States rejected that idea early in the process,”  the newspaper said.

According to the NYT, despite the fanfare, the deal will have little significance if fighting between Ukraine and Russia persists.

Before this, the First Deputy Prime Minister and Minister of Economy of Ukraine, Yulia Svyrydenko, confirmed that Kyiv had signed an agreement with Washington on mineral resources.

She noted that full ownership and control over the resources remain with Ukraine, and the investment fund will be managed on an equal basis.

The agreement also does not contain any mention of Ukraine's debt obligations to the United States.

On April 30, 2025, the United States and Ukraine signed a significant minerals agreement, establishing the United States–Ukraine Reconstruction Investment Fund. This fund grants American companies access to Ukraine's critical mineral resources, including lithium, titanium, graphite, and rare earth elements, which are vital for technologies such as electric vehicle batteries, semiconductors, and military equipment.
