Liu Bin, assistant to the Chinese Foreign Minister, announced the list at a press conference, according to Russian media.

“Chinese President Xi Jinping will meet with the heads of more than 20 foreign countries and 10 international organisations on the banks of the Haihe River to summarise the successful experience of the SCO, promote its development and restructuring, and unite its members for cooperation and joint work,” Liu said.

He specified that participating leaders will include: Russian President Vladimir Putin; Belarusian President Alexander Lukashenko; Indian Prime Minister Narendra Modi; Iranian President Masoud Pezeshkian; Kazakh President Kassym-Jomart Tokayev; Kyrgyz President Sadyr Zhaparov; Pakistani President Shahbaz Sharif; Tajik President Emomali Rahmon; Uzbek President Shavkat Mirziyoyev; Mongolian President Ukhnaagiin Khurelsukh; Armenian Prime Minister Nikol Pashinyan; Cambodian Prime Minister Hun Manet; Maldivian President Mohamed Muizzu; Nepalese Prime Minister Sharma Oli; Turkish President Recep Tayyip Erdogan; Egyptian Prime Minister Mostafa Madbouly; Turkmenistan President Serdar Berdimuhamedov; Indonesian President Prabowo Subianto; Laotian President Thongloun Sisoulith; Malaysian Prime Minister Anwar Ibrahim; and Vietnamese Prime Minister Pham Minh Chinh.

In addition, heads of international organisations and multilateral mechanisms, including United Nations Secretary-General António Guterres, have been invited to participate in the summit.

The Shanghai Cooperation Organisation (SCO) is a regional intergovernmental organisation established in 2001 to foster political, economic, and security cooperation across Eurasia. Its founding members were China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, with other countries joining later as full members or observers.

The SCO focuses on promoting regional security, countering terrorism, enhancing economic and trade integration, and encouraging cultural and diplomatic collaboration.

The organisation holds annual summits where leaders and representatives of member, observer, and partner states meet to coordinate policies, discuss regional stability, and expand cooperation in multiple areas.
