Pentagon says Russia maintains military superiority in Ukraine war

19 May 2026 12:23

The Pentagon has said that Russia continues to maintain military superiority in the war in Ukraine, according to a report submitted to the US Congress by inspectors general from the Department of Defence, the State Department and the US Agency for International Development (USAID).

The report states that Western countries have provided more than $325 billion in support for Ukraine since the conflict began in 2022, including military, financial and humanitarian assistance.

According to the document, shortages of ammunition, military equipment and personnel are constraining Ukraine’s ability to launch large-scale offensives and recapture territory held by Russian forces.

At the same time, the report notes that Ukraine’s air force retains an advantage in tactical reconnaissance due to intelligence-sharing with Western allies.

However, the Pentagon assessed that Russian forces continue to hold strategic and operational superiority because of their larger stockpiles of equipment and greater manpower resources.

The document says around $130 billion in assistance was provided by US allies, while the US Congress approved an additional $195 billion for various support programmes for Kyiv.

The report also highlighted the difficulties surrounding efforts to end the conflict, describing a settlement as a complicated and lengthy process.

Earlier, Kremlin spokesman Dmitry Peskov said reaching a peace agreement would require considerable time.
