Poland rules out using state funds for road construction projects in Ukraine

Poland does not plan to use public funds to finance road construction projects in Ukraine, Polish Infrastructure Minister Dariusz Klimczak has said.

In an interview with Radio Zet, Klimczak dismissed suggestions that Poland could fund the construction of a highway connecting Poland with the western Ukrainian city of Lviv.

“There is absolutely no question of Poland using its own money—money from the budget—to build roads in Ukraine,” the minister said.

Klimczak emphasised that Poland’s road authority, the General Directorate for National Roads and Motorways, is responsible only for infrastructure projects within Polish territory. However, he noted that Polish construction firms could participate in Ukrainian infrastructure projects if tenders are financed by Ukraine or international institutions.

“If a tender is announced and funding is available from Ukraine’s budget or an international fund, Polish companies can decide whether to participate and carry out the work,” he said.

The comments come ahead of an international conference on Ukraine’s reconstruction scheduled to take place in Gdańsk on June 25–26, where government officials, financial institutions and businesses are expected to discuss rebuilding efforts.

The scale of Ukraine’s reconstruction needs remains substantial. According to estimates by the World Bank published in late 2025, the cost of rebuilding the country after the war could reach approximately $600 billion.
