Since the start of the full-scale invasion, Russia has repeatedly targeted Ukraine’s electricity and heating systems, aiming to disrupt civilian life and undermine resilience during the winter months. Recent attacks have intensified, with missile and drone strikes hitting power plants, substations, transmission lines, and gas facilities across multiple regions, including Kyiv, Kharkiv, Odesa, Dnipropetrovsk, and Sumy. These strikes have caused widespread blackouts, heating failures, and significant disruptions to water and communication networks.
In Kyiv, nearly 60% of the city’s electricity supply was cut following recent strikes, leaving large portions of the population without heat amid freezing temperatures. Ukrainian officials have warned that Russia is preparing further attacks on critical energy infrastructure, including facilities supporting nuclear power, to maintain pressure on Kyiv and surrounding regions.
The United Nations and other international observers have highlighted the humanitarian risks of these attacks, noting that the deliberate targeting of energy systems disproportionately affects civilians, particularly during winter, and exacerbates humanitarian needs.
