Polish PM says parts of US peace plan for Ukraine unacceptable

Polish Prime Minister Donald Tusk has warned that several elements of the 28-point US peace proposal for Ukraine are unacceptable, insisting that no agreement can undermine the security of Poland or Europe.

Speaking after a meeting of EU leaders in Luanda, Angola, Tusk said there was “full agreement on the European side” that the plan required substantial work, Caliber.Az reports via Polish media.

The discussions took place on the margins of a summit marking the 50th anniversary of Angola’s independence, during which EU and African Union leaders also convened. 

Tusk stressed that Europe would support any credible process that could end, or at least pause, the Russian-Ukrainian war, but cautioned against unrealistic expectations. “There is little reason for excessive optimism,” he said, adding that some US proposals could weaken European security.

The Polish leader reiterated that no settlement should favour the aggressor or impose military limitations on Ukraine, such as troop caps.

“There is no consent for conditions that would militarily weaken Ukraine, Europe or Poland,” he said.

Tusk also underlined that the fall of Ukraine would pose a direct threat to Poland. He urged the EU to maintain pressure on Moscow, including progress on using frozen Russian assets to support Ukraine’s defence and reconstruction.

The European Commission President, Ursula von der Leyen, said the Luanda discussions reaffirmed the EU’s unity on Ukraine. She emphasised that Ukraine alone must decide on matters relating to its armed forces and that its territorial integrity must be respected.

EU officials are expected to continue consultations on the US proposal on November 25 during a meeting of the “Coalition of the Willing” supporting Ukraine.
