President Zelenskyy orders draft treaties to secure Ukraine’s defence

Ukrainian President Volodymyr Zelenskyy has formally enacted the decision of the National Security and Defence Council (NSDC) dated January 30, 2026, titled “On Security Guarantees for Ukraine.” The corresponding decree, No. 111/2026, was published on the President’s official website, Ukrinform reports.

“Pursuant to Article 107 of the Constitution of Ukraine, I hereby enact the decision of the National Security and Defence Council of Ukraine dated January 30, 2026, ‘On Security Guarantees for Ukraine,’” the decree states. Oversight of its implementation has been assigned to NSDC Secretary Rustem Umerov, and the decree comes into force immediately upon publication.

The decision enshrines proposals on providing Ukraine with security guarantees, developed by the Ukrainian delegation during negotiations with the United States, other international partners, and representatives of the Russian Federation. The NSDC directed the Ministry of Foreign Affairs, together with the Ministry of Defence, to urgently prepare and submit draft international treaties on security guarantees for Ukraine.

As previously reported, the second round of trilateral negotiations involving Ukraine, the United States, and Russia took place on February 4–5 in Abu Dhabi, United Arab Emirates. Following the talks, Rustem Umerov, Head of the Ukrainian delegation, stated that over two days, the delegations discussed unresolved issues, including methods for implementing a ceasefire and monitoring the cessation of hostilities.

The decree represents a formal step in Ukraine’s ongoing efforts to secure international guarantees for its security amid continuing tensions, reflecting the country’s commitment to a negotiated and sustainable peace process.
