The agents are suspected of stealing and selling information to the US, with their arrests having been made at the request of an investigative magistrate, the Spain English publication reported.
The case has been reported to involve the theft and sale of defense secrets.
The investigation comes after the CNI itself reported the facts, and details are being kept secret.
The Criminal Code in Spain stipulates prison sentences of 6 to 12 years for individuals who reveal classified information to favor a foreign power or organization.
