Ukraine accuses Russian general of organising torture of civilians in Chernihiv PHOTO

The Security Service of Ukraine (SBU) has issued an in absentia notice of suspicion against a senior Russian military officer, alleging his involvement in the torture of civilians in northern Ukraine during the early stages of the 2022 full-scale invasion.

In a statement, the agency said investigators had gathered evidence against Major General Denis Barilov, who it claims commanded a unit within the Russian Armed Forces operating in the Chernihiv Oblast.

According to the SBU, Barilov led the 55th Separate Motor Rifle Brigade of the 41st Combined Arms Army of the Russian military’s Central Military District. Ukrainian investigators allege that the unit participated in the occupation of the village of Yagidne in March 2022.

The agency said that, following the capture of the settlement, Russian forces forced 369 residents — including children — into a school basement, where they were held under harsh conditions for an extended period. It added that the space was severely overcrowded and lacked basic infrastructure such as ventilation, lighting and sanitation, with limited access to food, water and medical assistance.

Ukrainian authorities say that 10 civilians died during the period of detention.

Based on the findings, the SBU has notified Barilov in absentia of suspicion under articles relating to violations of the laws and customs of war. Efforts are continuing to locate him, the agency added.
