Ukraine, EU move forward with SAFE mechanism to enhance defence ties

Ukrainian Prime Minister Denys Shmyhal met with the European Union's High Representative for Foreign Affairs and Security Policy, Kaja Kallas, in Lviv to discuss a wide range of pressing issues, including Ukraine’s defence needs, sanctions on Russia, and the implementation of a new joint defence mechanism with the EU.

The meeting centered on the ongoing situation on the front lines and the urgent requirements for Ukraine’s defence industry, Caliber.Az reports via Ukrainian media.

Prime Minister Shmyhal expressed gratitude for the EU’s continued support, specifically highlighting the recent allocation of €1 billion for Ukraine’s defense sector. This financial aid is part of the EU's broader effort to strengthen Ukraine’s military capabilities amid the ongoing conflict with Russia.

“We expect that the regulation on the new SAFE instrument will be approved soon,” Shmyhal said, referring to the SAFE mechanism—a joint European initiative aimed at enabling Ukraine to participate in collective defence procurement.

“This will enable Ukraine to participate in joint purchases of necessary defence products together with EU member states, both on the European market and directly from Ukrainian manufacturers,” he added.

The SAFE mechanism is seen as a significant step toward integrating Ukraine more deeply into Europe’s defence infrastructure and ensuring that Ukraine can meet its growing defence needs in partnership with EU countries.

In addition to defence issues, the two leaders discussed the ongoing sanctions against Russia. Shmyhal reiterated Ukraine’s expectation that the 17th package of sanctions would be approved promptly, as part of continued European efforts to pressure Russia economically and politically in response to its invasion of Ukraine.
