Ukraine intelligence chief: Russia must cease to exist as empire
The head of Ukraine’s military intelligence, Kyrylo Budanov, has said Russia must ultimately cease to exist as an empire, arguing that only the emergence of several separate regional states on its territory would guarantee lasting global security.
In an interview with a Lebanese media outlet, Budanov stated that over 12 years of war, Russia has weakened across economic, political and demographic spheres. According to Ukraine’s UNIAN outlet, he stressed that even if active hostilities end, international sanctions against Moscow should remain in place.
Budanov also called for frozen Russian assets — along with a significant share of Russia’s future revenues — to be directed toward reparations and the reconstruction of Ukraine. He cautioned against expecting the political downfall of President Vladimir Putin as a prerequisite for change, saying the broader objective should be the dismantling of Russia’s imperial structure.
He argued that the Kremlin’s current course mirrors policies pursued during both the Tsarist and Soviet eras, suggesting that internal transformation within Russia is unlikely. “Internal problems have accumulated in Russia, and it cannot defeat Ukraine. Therefore, it is time to end the war. Whether the Russian leadership understands this is another question,” Budanov said.
Budanov added that he is unaware of any specific deadlines set by the United States regarding the timeline for ending the war.
As a member of Ukraine’s negotiating team, Budanov’s remarks reflect Kyiv’s position in ongoing international consultations aimed at bringing the conflict to a close.
