Ukraine not considering lowering mobilization age below 25, official says

Ukraine is not currently considering lowering its mobilization age below 25, Deputy Head of Ukraine’s Presidential Office Pavlo Palisa said.

Speaking in an interview with RBC-Ukraine, Palisa addressed ongoing public discussion around potential changes to conscription policies, describing the issue as sensitive but emphasizing recent improvements in mobilization efforts.

“I will try to answer as frankly as possible on such a sensitive issue. For the past 10 months, we have seen a significantly improved situation with mobilization and a positive dynamic that allows the Defence Forces to feel better than last year,” he said.

Palisa noted that both recruitment and the broader mobilization process have improved, alongside efforts to resolve operational shortcomings.

“Although a lot of work has been done, even more still needs to be done,” he added.

He also made clear that there are no plans to lower the mobilization threshold below 25 or to revise travel restrictions for men aged 18–23.

“At the moment, neither of these issues is under consideration,” he said.

Ukraine previously reduced its mobilization age from 27 to 25 under legislation adopted in April 2024.
